We can hunt in beach state parks in California.  I think you can metal detect beach state parks in Florida and the east coast.  I think you need a permit in New York City and some other city beaches.

I have checked with Arkansas and you can't use a metal detector at Crater of Diamonds.

You can use a metal detector on some of their 'beaches' listed here:

preceding Memorial Day Sunday through Saturday from 8:00 a.m. to 5:00 p.m. at the following parks:
