Detector To Sweep For Needles

Electromagnet ones exist that would be more powerful however they tend to be bigger so your yard would need to be a decent size to use one, you may find a smaller model for hire somewhere.

I took a shop sweeper like this and added magnets so that I could find meteorites.  It didn't work out because there is too much ground pull.  I suspect that a buried needle would still be 'lurking' for someone to stick themselves even with gardening gloves.

I haven't read the remainder of the post yet but if there were a lot of needles then sifting the soil may be the most efficient in the gardening areas.  If you need more then removal of the top soil and replacement may be safest.
