I have seen that same thing before but just can’t remember where. It fits over a nut of some kind but it’s not a fake .

 Big help I am but it’s been a long time ago.

Definitely a lock ring of some kind, as Chuck said, but not for a hex nut. Some sort of "specialized" 8-sided nut. Kinda weird.
