That's why they have registered mail. It is for shipping things that are high dollar, such as jewelry, metals and such. As it gets to each destination registered  mail gets put in a safe until it gets to its destination,  then person has to sign for it. It is also shipped in a special bag that is tamper proof and has a keyed lock on it. Typically they stamp every square inch of the package which has to be wrapped in a glue backed paper.
