I've tried a half dozen times tonight and the update doesn't work.  Even downloaded a fresh updater.  I keep getting this message:

Anyone else run into this?  I've emailed Garrett and will post their response when I receive it.

Yes, my newer Windows laptop showed the same error. I managed to install the Updater on an older Windows laptop, but the process froze partway through.

I spoke with Garrett customer service today and they were very helpful. I explained the issue with the updater, some of the quirks on their website, and the 0xc000007b application error. They're working on resolving the problem, and they issued me an RMA with prepaid UPS shipping.

I wonder if people with that error don't have the Visual C++ runtimes installed, the Garrett installer should be putting them on if needed but maybe it doesn't, it does seem quite a few get that error and its error code does usually mean the runtimes are missing or invalid with someone having the x86 versions on x64 but not the x64 version, you can have both on x64 and lots of older software only puts on the one it needs, often the x86 version.

Latest supported Visual C++ Redistributable downloads

Wouldn't hurt to install .net framework while at it.

Net Framework download link

You could download them at the links above, install them reboot and try run it again, harmless thing to do and beneficial to have on your computer anyway.

Last but not least it never hurts to run applications like these updaters as Administrator in case you have some sort of privileges problem; to do that just right click on its link and run as administrator.

Bingo! Now the updater works! x64 download corrected the issue on this laptop. Thank you!

Figured as much, you might want to report that one to Garrett.  Realistically their installer should be checking if required and doing it, normal practice.

Just for the fun of it, I launched the updater, logged in, and plugged in my locked-up Vortex...and to my surprise, the update actually started and completed! Unfortunately, the result is a very unstable, corrupted v9.09 install. A factory reset didn’t fix it, so I’ll still have to send it back.

Can you try updating it again or does it say already up to date and not allow it?  Can't hurt to try I guess.  They may find opening up things like that might get some people out of trouble, also allowing flashing to older versions would be a good idea.

It’s completely locked now—won’t allow another install. Honestly, I was surprised it worked at all. The updater on my other laptop didn’t even recognize the Vortex after the install froze. I agree, having the option to roll back to a stable version would really benefit everyone.

After putting the Vortex on the charger and doing a few more factory resets this morning, it seems to have sorted itself out. I took it out in the yard for a quick test, and it appears to be working as expected. I’ll hold off on sending it back for now and do some more testing first.

Phrunt’s suggestion to install the C++ Redistributable (x64, in my case) fixed the 0xc000007b error and allowed the updater to run properly.

I'll try Phrunt's suggestion after work tonight.  It's just such a bummer that Garrett keeps shooting itself in the foot with this lack of quality control.  I love the company and their detectors but having an updater that isn't fully tested just doesn't make sense to me.
