Slate tends to be relatively soft.  If this has been tumbled in a river, nothing carved on it would’ve survived.  I concur this appears to be a nonhomogeneous rock.  Based on your picture, it appears the inclusions may be a little softer than the host rock, since it appears the lighter areas have been worn off a little deeper.
