Found this on a property where the house was built in the mid 1800s. There's a huge "horse" barn on the property. It seems like something would be fed in one end and the wheel would be turned to pull the item through. It seems like the teeth on the rod would perforate or cut whatever is fed through it. There are patent dates on the wheel. Any ideas what this is?

It looks to me to be a larger than usual oil lamp wick adjuster.  Kerosene stove perhaps.
