Makes me think of a scout trip (expedition) where someone was either assigned the job of cook or voluntarily took on the task. I vaguely recall at carnivals and street fairs that you could walk up to a stand which had a machine to stamp out custom tags. Not sure about that, though. Have you searched Google for 'Twin Lakes'? In particular, try and find one in the region where you found the tag. It's still used as a camp/school for the deaf.
