At first we thought it was a North Carolina military button, but now that it's cleaned up I don't think so. Maybe one of you Eastern states guys can ID it. Now that I know it's the PA state seal, I was able to find the button online. It's a PA national guard button from the late 1870's thru the early 1890's Thanks for the help.

It certainly has the look of an Officer's button, not just regular issue.

Pennsylvania National Guard staff button. ?? I thought it was NC too.
