Can Anyone ID This Odd Buckle?

They would have been mounted towards the back of the wagon so that they could tie down a load from top to bottom or to keep items from falling out the back.

I have seen a couple of farm wagons in this area that still use similar straps. The Amish community near me has them on most of their wagons, and the straps are thick leather.

Thanks! That sounds very likely, and would explain why the thing reminded me of a ratchet strap right at the beginning. I'm trying to find a picture online with this info. No luck so far!
